I think West Hollywood is well suited profile (less than 20 years, ...). Gay It is ridiculously expensive but not cheap. But a lot of fun in Los Angeles, and.
If you are gay and are looking for cheap, you can try the beach, sometimes known as the gay ghetto. West Hollywood is the basic option, but check more expensive (losangeles.craigslist.com and see if you think it is) too expensive.

Depends what you mean with "low cost". You can book a room, for about $ 1200 in south Redondo Beach, a relatively pleasant, is near the beach, near the airport, etc. It is not very expensive in the area. You can also live in the Valley (Van Nuys, etc.) for hundreds less, but the travel and not too strong. Check Craigslist.

Nothing is more expensive in the region of Los Angeles. But, for all to see, West Hollywood, probably the best choice. It is large lesbian / gay and transgender people in West Hollywood with a series of transactions to accomidate (especially Santa Monica Blvd.) There are a number of nightclubs in West Hollywood, or very close to that goal homosexual couples (see LA Weekly, it's free in many places, including breast Holidays @ 7733 Santa Monica Blvd.) Hope this helps.
